Support at Home is Here

On 1 November 2025 the Government introduced their new Support at Home program for in-home care, replacing the former Home Care Packages system.

For most people, services will stay the same — you’ll continue to receive the care and support you rely on.

Some things will look a little different, like new service agreements, simpler fees, and updated statements, but we will guide you through each step. Your coordinator is always available to you to discuss your individual needs and review any changes.

Support at Home: What You Need to Know

From 1 November 2025, everyone with a Home Care Package will move to the Support at Home program. There are 2 main groups:

Grandfathered Clients

If you had a Home Care Package (or were approved/waiting) before 12 September 2024 you will be ‘grandfathered’.

You will:

  • Keep the same level of funding and any unspent funds will carry over
  • Be ‘no worse off’ – pay less or the same government contributions
  • Keep the same 1 – 4 current Home Care Package subsidy levels
Transition Clients

If you were approved for a Home Care Package after 12 September 2024, you will transition under the new rules.

You will:

  • Keep the same level of funding and any unspent funds will carry over
  • Any government contributions will be based on service types and assessed under new rules
  • Services Australia will assess your contributions

What does this mean for you?

For grandfathered and transition clients, most of your day-to-day care will stay the same. You will continue to receive the support you need.

The government has a new, approved list of services, grouped into three areas:

  • Clinical supports – such as nursing, physiotherapy, or occupational therapy
  • Independence – such as showering, transport, or respite
  • Everyday living – such as cleaning, gardening, shopping, or meal preparation

If a service is on this list, it can continue to be provided under Support at Home. In the rare case that it isn’t, we will talk with you about alternatives.

What will look different?

  • New service agreement required (standard government wording)
  • One simple service price: travel, admin, and package management are now included in your hourly service rate
  • Care Management fee is now capped at 10% of your budget
  • Statements will look different
  • Budgets will be managed quarterly (not annually)
  • Services must be from the government’s approved list
  • 3 Short term pathways – funding available for Restorative, Home Maintenance and End of Life.
