Paying for Aged Care: Government Support to Stay Independent at Home

Getting the right care at home should be simple and stress-free.

In Australia, there are several ways the Government can help you pay for aged care services — from basic home help to more coordinated ongoing care. From 1 November 2025, the Support at Home program will replace Home Care Packages.

Here’s how you can access government funding for aged care.

Start with a My Aged Care Assessment

Before you can access any government-funded aged care services, you’ll need an assessment through My Aged Care.

An assessor will chat with you about your health, home, and daily needs to see what kind of help is right for you.

There are different programs and funding amounts depending on your level of need.

If you’d like help with this process, Jubilee Community Care can guide you through the process, help you understand your assessment and set up services that suit your needs.

Types of Government Funding Available

Support at Home

The Australian Government’s new Support at Home program begins on 1 November 2025, replacing the Home Care Packages and Short-Term Restorative Care programs.

Support at Home provides three main types of services:

  1. Clinical supports – nursing, physiotherapy, occupational therapy, allied health
  2. Independence supports – showering, transport, medication, or respite
  3. Everyday living supports – cleaning, gardening, meals, shopping, and social support

We can help you choose the right mix of services to match your lifestyle and budget. Depending on your income your care may be fully paid for by Government funding or you may need to contribute to the cost of your care. This contribution is assessed by Government as part of your My Aged Care assessment.

Commonwealth Home Support Program (CHSP)

The Commonwealth Home Support Program is for older people who are mostly independent but need a little help with daily tasks.

Typical services include:

  • Cleaning, shopping, and food preparation
  • Home maintenance and safety modifications
  • Social activities and transport
  • Nursing and allied health support

Commonwealth Home Support is often the first step in getting aged care support but is not as comprehensive as Support at Home.

Home Care Packages (now discontinued)

The Home Care Packages (HCP) program was the Australian Government’s main in-home aged care program before Support at Home began.

From 1 November 2025, Home Care Packages are no longer available for new applicants. Instead, all new participants will receive support through the Support at Home program.

If you already had a Home Care Package approved before 12 September 2024, your arrangement is grandfathered. This means your services and funding will continue under the same terms and you won’t need to reapply.

Typical services under a Home Care Package include personal care, nursing, domestic assistance, transport, therapy, and meal preparation.

Private Home Care Options

If you’d prefer to start services straight away, or don’t wish to access government-funded programs, you can also pay privately for home care through Jubilee Community Care.

Our private care services include domestic assistance, personal care, nursing, allied health, respite, and palliative care — all delivered by our experienced support workers.

There are no waiting lists and no restrictions on how often you receive services.
