Jubilee Community Care is governed by an experienced and committed Board that provides strategic direction, oversight and stewardship of the organisation.

Our Board members bring a diverse range of professional skills and expertise, supporting strong governance, accountability and sustainability. Together, they ensure Jubilee remains focused on its purpose — enriching later life and delivering high-quality, person-centred care for older people in our community.

Dr Judy Salecich

President

Judy Salecich has been a member of the Board of Jubilee Community Care since November 2007, and President 2008-2021 and 2022-present.

Judy’s interest in aged care began in the late 1990s when caring for her elderly parents. In 2003, her 87-year-old mother came to live with Judy and her husband. For the last 4½ years of her mother’s life, Judy was her fulltime carer. This experience gives understanding and awareness of the issues facing carers and care workers and older folk who choose to stay in their own homes or live with their families.

Judy has been a teacher, researcher, academic, mediator, investigator and project manager (strategic planning, business planning, corporate planning and governance). Her qualifications include a PhD, MEd, BEd, BSc and DipEd. Today, Judy uses her professional and personal knowledge, skills and experience in an honorary capacity in leadership roles in the community and as a freelance writer and researcher.

Callum Mulvihill

Treasurer

Callum Mulvihill is an accomplished executive with nearly 20 years of leadership experience in the lottery industry. He currently heads TLC’s Corporate Affairs, Business Strategy, Game Management, and Project Management Office teams. His previous roles include General Manager of Finance & Commercial at Tabcorp’s Lotteries & Keno business, and senior commercial positions at Tatts Group and SA Lotteries. Earlier in his career, he held finance, marketing, and sales roles at Westpac and Ford Australia. Callum is a Director of the 50-50 Foundation Limited and holds a Bachelor of Commerce, MBA, CPA designation, and is a Graduate of the Australian Institute of Company Directors.


Rachel Oxford-Webb

Member

Rachel is a specialist nurse with over 30 years experience in the healthcare sector, having worked across a wide variety of settings and roles. She has previously worked at The Wesley Hospital and brings deep clinical expertise and a practical understanding of patient care to her position.

Rachel has held numerous leadership and committee roles over more than 20 years, contributing significant experience in governance, professional standards and organisational oversight. She has also been actively involved in the education and development of nurses at both state and national levels.

A local resident, Rachel previously served on the Jubilee Community Care Board from 2008 to 2010 and brings both continuity and a strong connection to the organisation’s history and community. She is passionate about supporting high-quality care and positive outcomes for older people.


Byron Phillips

Member

Byron Phillips is a digital health and transformation leader with over 28 years of experience improving how health and community services are delivered across Australia and New Zealand. He has worked with every Australian state and territory health department, the New Zealand and UK public health systems, and most major private healthcare organisations.

Byron continues to consult for a number of healthcare organisations on digital transformation, governance, and leadership. Passionate about the urgent need to improve patient flow and satisfaction within hospitals and ultimately to shift more hospital load beyond hospital walls, he champions models that empower community and home-based care. At Jubilee, Byron applies this experience to strengthen digital readiness and governance, supporting high-quality, person-centred care for older people.


Paul Simmons

Member

Paul Simmons is an experienced business leader with over 40 years in public service and private enterprise. He has built, scaled and merged businesses across the education, engineering and HVAC industries, and has led complex operations across Australia and internationally.

Paul brings strong governance, risk management and leadership experience from his background in policing, business ownership and board roles across aged care, disability and community services. He has completed the AICD Directors Course and is a Fellow of the Institute of Managers and Leaders (FIML) and a Fellow of the Governance Institute of Australia (FGIA). He is also a Chartered Manager, with a focus on building sustainable organisations that deliver high-quality outcomes for the communities they serve.

Ingrid Clulow

Member

Ingrid is new to the Board. She has extensive experience working in financial management in global companies as well as having run her own small business. Ingrid also has experience in property and an ability to assist in this area of a business.

Ingrid is a strong community minded person and enjoys the challenge of helping in the aged care sector.

With entrepreneurial flair and diversity of skill, Ingrid has the ability to spot opportunities in a business to add value and boost performance.
